Back to what your problem is with the slots and blackjack. Luck does affect roulette it is just that the effect on roulette is miniscule.
I always double down whenever I start with 9-19 points which seems risky but it works out most of the time with high luck. Just use some basic strategy for blackjack and you will win more often than you lose if you have 10 luck.
It does affect slots but it affects blackjack the best.
